NOTICE OF DISCLOSURE No. 8, September 15, 2009

Stock Culture Agent 2009

The Union, through the Ministry of Culture, herein represented by the Secretary and Cultural Citizenship - SCC / MinC, in exercise of its statutory duties, pursuant to paragraph "a" and "b", section I, Art. 3 of Law No. 8313 of 23 December 1991, the Decree No. 5761/2006, Decree No. 6226, of 04 October 2007, the Ordinance of the Ministry of Culture No 156 of 06 July 2004, with wording amended by Ordinance No. 82, May 18, 2005, Ordinance No. 29, May 21, 2009, what it is entitled, Law 8666/93 and the conditions and requirements set forth herein, hereby announces an invitation to Registration for Culture Points wishing to compete Scholarships Culture Agent 2009.

Culture Point initiative is a public or private, nonprofit, selected through public bidding or direct selection, developing training activities, production and dissemination of culture among the local community and is part of the programs and More Culture of Living Culture Ministry of Culture.

A Stock Culture Agent 2009 is an initiative of the SCC / MinC and aims to select (90) projects Points of Culture that focus on youth involvement, social empowerment and personal and social development of four (4) young people aged 15 to 29 years involved in one of the actions of Culture Program or the themes listed below:

Living School Action which aims to promote interaction between culture and education through cultural and educational projects in schools and with the participation of communities in order to design a space of knowledge construction in which the individual is prepared for life with a critical the face of reality, with its identity and strengthened with a multidisciplinary knowledge, so that the culture is practiced as a form of intelligibility of local diversity and national identity.

Action Griô is the recovery of griots and teachers of oral tradition, wise keepers of the knowledge of their ancestors, who share the knowledge telling stories. The main purpose of this action is to relearn the griots and teachers of the oral tradition the way to build the integrated knowledge of ancestry. The proposal is to promote cultural projects that have as their priority the preservation of tangible and intangible memory and the construction of knowledge where children, youth, adolescents are prepared for life with a critical view of reality, with its identity and strengthened with a multidisciplinary knowledge so that the culture is practiced as a form of intelligibility of diversity and local identities.

Digital Culture aims to share the production of symbolic and technological knowledge generated by the autonomous action, networking, the Points of Culture. The proposal is to link local action and promote the exchange of experiences and communication among the points from the culture of digital technology, enabling the movement of production of culture points through the ownership of multimedia tools, using free software.

Action Culture and Health aims to widen and improve the processes of health promotion through cultural activities, recognizing the human being as a whole and the health and quality of life. They proposed to promote and encourage actions that use many different languages and cultural ways to empower and democratize access health policies for the benefit of the population.

Action playfulness aims to promote a national policy for preservation and transmission of Culture for Children, through actions that strengthen children's rights under the Statute for Children and Adolescents, awareness and training personnel of public institutions and non-governmental to implement and or continuity, which is entertaining in places called "Flecks of Culture.

Axis Creation Movement and Diffusion of Artistic Production of Culture PointsEncourages the active participation of people of culture points involved in network interactions aesthetic and visual network in the Culture Program, is to develop a process of artistic creation and production associated with the exchange of experiences, languages, knowledge and reality, taking into account of the events and the exchange and sharing of experiences carried out in the Points.

Axle Culture and Citizenship encourages the active participation of people of culture points involved in the stock of health, environment, economy, and all social and educational actions that may arise in the Culture Program.

The Culture Agent must choose at sign-action or the main theme of the Culture Program mentioned above or any other axis or action that is not exposed in this announcement, which will participate in the activities of your Point of Culture.

The total value of each project will be $ 28.240,00 (twenty-eight thousand two hundred and forty dollars), and $ 10,000.00 (ten thousand reais) for the Culture Point to provide the conditions for eligibility of grants, as obligations provided the item 12 of this announcement and R $ 18,240.00 (eighteen thousand two hundred and forty dollars) for the payment of grants of four (4) stock. In the event that new budget allocations and in the duration of this announcement, the Ministry of Culture may provide new scholarships, according to the sort order.

1 - AUTHORIZATION

1.1 - Culture Program was created by Ordinance No. 156 of 06 July 2004, published in the Official Gazette of 07 July 2004, as amended by Ordinance No. 82, May 18, 2005, published in the Official Gazette on May 23, 2005.

2 - APPEALS

2.1 - This action includes the resources from 009L Action - Award of Grants for Cultural Agents, Work Program: No 13.392.1141.009L.0001 PTRES: 022,074, from the National Fund for Culture.

3 - DURATION

3.1 - This announcement has validity of 12 (twelve) months from the date of publication in the Official Gazette, and approval of the final selection may be extended for the same period, by reasoned decision, the be drawn up by the Secretary of Cultural Citizenship, the Ministry of Culture.

4 - OBJECT

4.1 - This announcement is intended to select (90) projects Points of Culture that focus on youth involvement, social empowerment and personal and social development of four (4) young people aged 15 to 29 years involved in one of the actions of Cultura Viva program or thematic areas described below:

4.1.1 - The Culture Agent must choose at sign-action or the main theme of the Culture Program mentioned above or any other axis or action that is not exposed in this announcement, which will participate in the activities of your Point of Culture.

4.2 - The education program should be developed by Point of Culture, which will be responsible for project management, and should involve four (4) people that work in one of actions and themes.

4.3 - The goal of Culture Agent Exchange 2009 is to promote empowerment, and promote the role of youth through the appropriation of tools and mechanisms for the creation, production and enjoyment of culture and art in order to promote personal and social development of young involved in different social networks juveniles.

5 - FORM AND CONDITIONS OF PARTICIPATION

5.1 - Only be registered projects Points of Culture to work with projects that focus on youth involvement, social empowerment and personal and social development of four (4) young people aged 15 to 29 years involved in one or more thematic above.

5.3.1 - The lodging of the Minutes of the Meeting of the selection of young, stating the presence of the representative of the Culture Points project proponent and the community. The minutes should contain clear, objective criteria adopted to select the young.

5.3.2 - Young people aged 15 to 29 years approved by the group should be active in the Point of Culture.

6 - REGISTRATION DEADLINE

7-QUALIFICATION

7.1 - The Culture Points falling within subsection 5.1 that want to participate in the process of granting BFELLOWSHIPS Culture Agent Viva 2009 should submit your application to the Commission for the Evaluation and Selection with the following documents:

a) APPLICATIONAs model A n i x 1 .

b) REGISTRATION FORMAs model A n i x 2 Duly completed and signed by the legal representative of the Culture Points. It should contain a description of the education program, justification, objectives (general and specific), schedule, and any other information deemed important to the development of the project.

c) DECLARATIONAs model Annex 3With commitment to sending the SCC / MinC, within the period specified in the Notification Letter issued by the SCC / MinC, documents and certificates needed to formalize the grant encourages young people involved in the project.

7.2 - Failure to submit the proposal of the education program of any of the documents listed in subsection 7.1 or in violation of the provisions in the announcement will entail the rejection of application for registration.

7.3 - Presentation of the application to run the process of grantingScholarships Culture Agent 2009 requires prior and full compliance with the standards of this announcement.

7.4 - Each Culture Point may enter only one (1) project. Points of Culture who register more than 1 (one) project will be automatically disqualified.

7.5 - The falsification of any fact stated and / or faith given in the documents listed under the subsection 7.1 There is ineligible from the membership at any time, with the obligation to return the value of the financial fixed, without prejudice to other criminal injunctions, civil and administrative , prescribed by law.

7.11 - Do rejection of application for registration may be appealed administratively addressed to the Secretary of the SCC / MinC, to be lodged within 05 (five) business days from the day following the date of publication of the results in the Official Gazette

7.12 - The trial of an administrative review will be undertaken by full members of the Evaluation and Selection.

7.14 - Applications will be accepted only by mail, with the date of posting considered for the purpose of verification of the period provided in subsection 6.1.

8 - THE SELECTION PROCESS

8.1 - The Evaluation Committee and Selection process for granting Agent CasesCultura Viva 2009 will be chaired by the Secretary of Cultural Citizenship - SCC / MinC, which will have the casting vote, and integrated at least the following members:

- 8 (eight) representatives of the SCC / MinC;

- 5 (five) consultants of the actions of Culture Program;

- 2 (two) persons of outstanding experience in youth and education to be invited and supported by the Secretary of the SCC / MinC.

8.1.1 - The Commission referred to the above item shall be designated by specific instrument, with an indication of one (1) alternate for each member in case of impediment or suspicion of the holders.

8.1.2 - The members of the Evaluation and Selection process for grantingScholarships Culture Agent 2009 may not be affiliated with the initiatives that are in the process of selection.

8.1.3 - The members of the Evaluation Committee and Selection and their alternates are prevented from participating in the assessment of projects that are under evaluation and selection in which:

a) have direct or indirect interest in the matter;

b) has participated as a collaborator in the development of the project or have participated in the successful institution in the last two years, or if such situations occur as the spouse, partner or relative in direct line, collateral or marriage, to the third degree inclusive, and

c) are litigating judicially or administratively with the applicant or their spouse or partner.

8.1.4 - The member of the Evaluation and Selection to incur unable to communicate the fact that the collegiate and refrain from acting on pain of nullity of the acts that perform.

8.2.1 - If there is a tie between the proposals, the tie will be promoted, with priority given to the initiative that receives the highest score in succession the criteria of "a" to "d", in the order established in this subsection.

8.3 - Members of the Evaluation and Selection should use as a rule the principle objective of the trial, following the criteria set out in subsection 8.2 of this announcement.

9 - DISCLOSURE AND REPORTING

9.1 - CMS / MinC publish in the Official Gazette a list of its Points of Culture, and the name of 4 (four) people approved by the group and presented the project approved by the Evaluation and Selection.

9.2 - administrative recourse to the Evaluation and Selection process for granting Stock Culture Agent 2009 within 05 (five) business days from the day following the date of publication in the Official Gazette of the outcome of the trial, which will be enjoyed by all its members.

10 - FINANCIAL SUPPORT

10.1 - The total value of the resource mentioned in this announcement is U.S. $ 2,541,600.00 (two million quinhentos and quarenta and one thousand and six hundred dollars), divided between (90) projects Points of Culture and 360 ( three hundred sixty) scholars involved in these projects, which will be selected according to the criteria of subsection 8.2. 10.2 - The financial transfer will be made as follows:

11 - THE ACT OF GRANT OF STOCK AGENT CULTURA VIVA 2009

11.1 - According to the available budget of the Ministry of Culture, the entities whose projects are selected by this Notice, will be notified by SCC, as the sort order to present the necessary documents to formalize the grant of Scholarships Agent Living School 2009.

12 - OBLIGATIONS OF THE POINT OF CULTURE

12.1 - The entities referred to in subsection 5.1 shall:

13 - OBLIGATIONS OF YOUNG

13.1 - Develop and implement the project in partnership with the Culture Point project developer, implementing initiatives that contribute to the strengthening of thematic and / or the actions of the Culture Program.

13.2 - Be aged 15 to 29 years and be tied to a point where culture is being developed the project.

13.3 - Create, register, organize and share (videos, photos and other media that may be disclosed to other entities) the experience of acting as a multiplier of actions and experiences promoted by the Points of Culture, its initiative to encourage cultural activities in the community and their participation in community events and social movements.

13.4 - Being an articulator of the thematic networks with the Culture Point;

13.7 - Make and send together with the Culture Point tenderer quarterly activity reports to the SCC / MinC, according to the phases and steps presented in the Registration Form (Annex 2) of the proclamation.

14 - GENERAL PROVISIONS

14.1 - The deadlines in this notice only the start and win on a day of normal hours at the Ministry of Culture, in which case it will be extended for the first working day.

14.5 - The tenderer should keep up their registration data while participating in the selection process.

14.6 - The Ministry of Culture reserves the right to conduct communications, requesting documents and information to contractors by electronic means, except the information or summons requiring publication in the official press.

14.7 - The act of inscription implies the full knowledge and consent of the bidder with the rules and conditions laid down in the announcement.

14.8 - Any irregularities related to the reporting requirements, found at any time, lead to disqualification of the entry.

14.9 - Any omissions will be resolved by the selection committee during the meetings for evaluation and trial of requests for reconsideration.
